A useful pre-shipment inspection does not start with an inspector or an AQL number. It starts with a written release plan. Before the visit, define the lot, controlled documents, defect classes, package sampling system, separate tea-sampling method, tests, evidence, decision authority and remedy. Otherwise a report can say "passed" while leaving the buyer's real risks untested.

Use AQL for the right inspection problem
ISO published ISO 2859-1:2026 in January 2026 and withdrew the 1999 edition and its amendments. The current standard provides AQL-indexed acceptance-sampling schemes for inspection by attributes across a continuing series of lots. ISO's catalogue says it includes single, double and multiple plans, switching rules and updated sampling guidance.
That makes it potentially useful for countable package attributes: wrong marks, weak closures, torn outer bags, damaged cartons, missing liners or illegible lot codes. It is not a promise that every accepted package conforms, and an AQL is not permission to ship a known percentage of defects. Acceptance sampling creates producer and consumer risks; the buyer should use the controlled standard or a qualified inspection provider rather than copying an online sample-size table.
First orders and one-off lots require another question. ISO 2859-2:2020 covers isolated lots or short series where ISO 2859-1 switching rules are not applicable; ISO currently lists it as published and under review. ISO 28590:2017, confirmed in 2024, introduces the ISO 2859 series and helps users choose an inspection system. State the selected document and edition in the contract—do not write only "standard AQL inspection."
Do not use package AQL as a substitute for tea sampling
A bag is a discrete inspection unit; pesticide residues, moisture and cup profile concern the tea inside the lot. Opening an AQL-selected set of bags does not automatically create a representative composite laboratory sample. ISO lists ISO 1839:1980, Tea — Sampling, confirmed in 2024, as applying to tea in containers of all sizes and covering sample packing, labelling, dispatch and the sampling report. A ten-step pre-shipment inspection method
- Freeze the controlling documents. Give the inspector the signed purchase order or contract, current specification, approved pack structure, artwork, packing list format, approved sample ID and inspection instruction. Record precedence when they conflict.
- Define the offered lot. Record the tea batch, package codes, unit count, net weight, packing dates and storage location. Segregate unfinished, reworked, rejected and unrelated goods. A sample cannot represent an undefined population.
- Verify quantity and identity first. Reconcile physical package counts with the packing list. Check product, grade or style, lot code, origin statement, net weight, buyer mark and destination identifiers against controlled documents.
- Classify defects before counting them. Write objective critical, major and minor definitions. For example, a missing food-contact liner or wrong product identity can warrant a stricter rule than a cosmetic outer-carton scuff. Destination law and the signed specification decide the classification.
- Select the sampling system before results are visible. State whether the lot is continuing or isolated, the standard and edition, inspection level or LQ route where applicable, AQLs by defect class, plan type and any switching status. Draw packages randomly across rows, heights, pallets or warehouse zones.
- Inspect packing and marks consistently. Use one checklist for liner presence and condition, closure, seams, odour, wetting, stains, pests, carton or sack damage, print accuracy, lot legibility, dimensions, gross/net checks and pallet controls when contracted. Photograph both conforming references and every defect.
- Sample the tea under its own plan. Draw increments from the agreed package locations, combine or keep them separate as the test purpose requires, split buyer/seller/referee portions, seal them and document custody. Do not pour a convenient top-of-bag grab sample and call it representative.
- Run sensory and analytical checks against written methods. Compare dry leaf and liquor with the approved reference under the agreed controlled cupping method. Verify that the COA identifies the same lot, sample, methods, units and decision basis. A pending critical result means hold, not pass.
- Inspect loading readiness separately. Check the container or conveyance is dry, clean, sound, free from unsuitable odours and compatible with the agreed packing and loading plan. Record container and seal numbers, loading sequence, package count and visible condition at closure.
- Apply the prewritten disposition. Report pass, hold, rework/reinspect or reject for each checkpoint. Identify affected quantity and evidence. Never let a supplier repair defects after counting and then silently replace the original result; document rework, the new lot status and any authorised reinspection.
Build an evidence pack that survives a dispute
- Inspection date, place, inspector and parties present.
- Contract/specification revisions and approved sample or artwork IDs.
- Lot definition, package count and random package numbers or locations.
- Sampling standard, edition, plan inputs, sample size and acceptance/rejection result by defect class.
- Defect log with close-up and context photographs.
- Weight-check method, calibrated-equipment identification and raw readings.
- Tea-sampling report, seal numbers, chain of custody and laboratory request.
- Sensory sheets, test status, packing-list reconciliation, container/seal record and signed disposition.
Codex CXC 1-1969, General Principles of Food Hygiene, revised in 2022 and published as the 2023 edition, says packaging should be safe and suitable, protect food from contamination and damage, and accommodate proper labelling. It also calls for appropriate documentation and records and for lot or batch identification. These principles support the evidence structure, but they do not supply the buyer's defect limits or contractual remedy.
Keep five kinds of requirement separate
- Trade reference: "AQL inspection" is only a starting phrase until the lot system, edition and plan inputs are named.
- Legal requirement: destination rules for food safety, packaging, marks, weights and imports apply independently.
- Voluntary standard: ISO and Codex documents are technical references unless law or contract incorporates them.
- Buyer specification: the buyer defines measurable tea, packing, marking, sampling and evidence requirements for the intended use.
- Contract requirement: the signed agreement makes the inspection scope, access, cost, release authority, rework, reinspection and remedies binding between the parties.
Common buyer mistakes
- Booking an inspector before issuing the controlled specification.
- Citing the withdrawn ISO 2859-1:1999 edition by habit.
- Using a continuing-lot AQL scheme for a unique order without justification.
- Setting one AQL for every defect, including safety-critical failures.
- Treating package sampling as representative tea sampling.
- Passing the lot while critical laboratory results remain pending.
- Allowing convenient front-row packages to replace random selection.
- Recording only a pass certificate instead of raw counts, defects and photographs.
- Leaving rework, reinspection, rejection and cost allocation undefined.
Practical conclusion
The defensible sequence is freeze requirements—define the lot—classify defects—choose the correct sampling system—inspect packages—sample the tea separately—verify tests and loading—apply a documented release rule. A pre-shipment inspection reduces uncertainty only when its pass decision answers the buyer's written questions.
