Specify the food-contact pack as an identified system, not as a phrase such as "food-grade bag." The purchase file should name the layer touching the tea, material and construction, intended food, contact time and temperature, net mass, sealing process, destination legal basis, compliance documents, traceability code, barrier or integrity targets, change-control rule and acceptance method. A certificate is useful only when it describes the same finished liner and the same conditions under which the bulk green tea will be stored.
Start with a packaging-system specification
Use destination law as the legal layer
The European Union provides a useful worked example, but an EU answer is not automatically the answer for the United States, Gulf markets or another destination. The European Commission's current food-contact-materials overview says every food-contact material placed on the EU market must comply with Regulation (EC) No 1935/2004. Article 3 requires materials, under normal or foreseeable use, not to transfer constituents at levels that endanger health, unacceptably change food composition or deteriorate organoleptic characteristics. Article 17 requires traceability through the chain.
All food-contact materials must also follow Regulation (EC) No 2023/2006 on good manufacturing practice, consolidated 16 March 2025. The packaging manufacturer's quality assurance, quality control and records should keep finished material within specification; GMP is not a product certificate.
Plastic has a specific EU measure
The current consolidated Commission Regulation (EU) No 10/2011 for plastics is dated 23 February 2026 and incorporates Regulation (EU) 2026/245. Still check the Commission's live page for later amendments and separate substance acts. At non-retail B2B stages, Article 15 requires a declaration identifying the material and operators, confirming applicable compliance and communicating restrictions and use conditions. Supporting documentation can include tests, calculations, modelling, analysis and safety reasoning.
Do not extend that plastics rule by guesswork. Specific EU measures cover certain material groups; national law may control others. For plastic film, paper, foil, ink and adhesive, map the applicable EU and national provisions across the finished construction.
Why "food grade" is not an approval record
"Food grade," a cup-and-fork symbol, an undated laboratory page or a resin certificate does not identify the finished liner's formulation, printing, layers, production lot or verified use. Confirm food type, contact time, temperature, surface-area relationship, exact article code, current operator and every restriction.
Review evidence by what it can prove
A nine-step buyer approval method
- Define the packed use before requesting documents. Record tea type, pack mass, liner dimensions, direct-contact surface, fill and seal conditions, contact period, storage, transport and destination.
- Draw the whole pack structure. List every layer from tea outward, including film, foil or paper, adhesive, printing, closure and outer pack. Mark direct, indirect and no-contact components; one film declaration does not cover the assembly.
- Freeze the article identity. Put operator, product code, layer structure, colour, dimensions, thickness tolerance and approved sample ID into the specification and package-lot record.
- Verify the legal path. Identify the destination rule, effective version and national measures. Record the 12 August 2026 check date in the approval file.
- Match evidence to intended use. Compare food type, time, temperature, single or repeated use, restrictions and migration assumptions with the real tea pack. Hold unresolved gaps.
- Set quality performance separately. Legal suitability does not establish shelf life, seal strength, puncture resistance, odour neutrality or barrier. State the method, conditions, units, sampling and acceptance rule.
- Approve a sealed assembly. Trial the actual liner, outer pack, closure and tea mass. Inspect fit, abrasion points, seal contamination, pinholes, leakage, odour and labels; retain an approved reference.
- Link packaging lots to tea lots. Record packaging supplier, code, manufacturing lot, quantity, inspection and tea lot. Segregate damaged, wet, odorous, unlabelled or substituted material. Use the pre-shipment inspection checklist at final release.
- Control changes and disposition. Require notice before material, supplier or process changes. Define when evidence or trials must be renewed and who may release, rework or reject stock.
Specify performance, not just thickness
A 2024 peer-reviewed study on packaged green teas found freshness outcomes changed with oxygen scavenging, storage temperature and packaging oxygen permeability; film thickness did not show an obvious correlation with freshness quality in that study. This does not supply a universal barrier target for bulk tea. It supports a better buying rule: if oxygen or moisture barrier is critical, specify the measured performance, method and conditions, then validate the pack in the intended supply chain instead of assuming that a thicker film is better.
Active components need their own review. If an oxygen scavenger, desiccant or other active device is proposed, identify its article, placement, potential contact, capacity, instructions, destination status and disposal or breakage controls. Do not add an unapproved sachet during packing because it appears commercially useful.
Keep five requirement types separate
- Legal requirement: binding destination rules govern market placement and cannot be replaced by the contract.
- Voluntary standard or guidance: a test standard, Codex text or industry protocol becomes controlling only when law or contract adopts it.
- Trade reference: phrases such as "food grade," "virgin material" or "high barrier" are starting descriptions, not complete acceptance criteria.
- Buyer specification: the buyer converts intended use, evidence, construction and performance into measurable requirements.
- Contract requirement: the signed agreement sets precedence, change notice, inspection, release, remedy and cost allocation between the parties.
Common buyer mistakes
- Approving a generic supplier certificate that does not name the finished liner code.
- Checking the resin while ignoring inks, adhesives, coatings, closures or a multi-material layer.
- Using an EU plastics declaration for a different destination without reviewing local law.
- Accepting migration data without matching food type, contact time and temperature.
- Assuming legal compliance proves shelf life, odour neutrality or seal performance.
- Writing only film thickness where barrier performance is the real requirement.
- Failing to link packaging production lots to the tea lots packed with them.
- Allowing an unnotified material or sub-supplier change after sample approval.
Practical conclusion
The defensible sequence is define use - map every layer - identify the finished article - verify destination law - match the declaration and supporting route - specify quality performance - approve the sealed assembly - trace packaging into the tea lot - control every change. This turns packaging from a vague purchase-line item into evidence that can support release, recall and a contract decision.
