Approve bulk tea transport packaging by testing the complete, filled pack against the hazards of its real distribution route, with the test conditions, sequence and acceptance criteria agreed before testing. A film data sheet, carton compression value or successful drop of an empty bag does not validate the packed system. The buyer should freeze the tea mass, liner, closure, outer pack, pallet pattern and route assumptions, then commission a justified sequence covering the relevant conditioning, stacking or compression, impacts, vibration and water exposure.

Test the system that will actually ship

Transport damage is produced by interactions. Tea settles during vibration, which can loosen headspace or concentrate load at a seam. Humidity can weaken paperboard before stacking. A drop can create a small liner puncture that becomes a leak later in the route. The useful specimen is therefore the complete pack prepared as for transport, not a material coupon or an empty carton.

ISO 4180:2019, confirmed current in 2025, provides general rules for compiling performance-test schedules for complete, filled transport packages in distribution systems. It is a framework, not a universal tea schedule. The buyer and packaging specialist still have to identify the route, hazards, test intensity, order, specimen attitude and acceptance criteria.

Keep the five requirement layers separate

  • Legal requirement: destination food, packaging, marking, transport, waste and worker-safety rules remain binding. A transport test does not replace food-contact compliance or legal duties.
  • Voluntary standard: ISO 4180 and the individual ISO test methods provide recognised frameworks and procedures. They become mandatory for a purchase only when law, a buyer specification or the contract adopts them.
  • Trade reference: phrases such as “export carton,” “five-ply,” “heavy-duty sack,” “waterproof” or “drop tested” describe an intention but not a test specimen, method, level or pass rule.
  • Buyer specification: the buyer defines the packed product, route, test schedule, conditioning, sample count, acceptance criteria, report and change-control trigger.
  • Contract requirement: the parties agree which pack must pass, who selects and pays the laboratory, when approval expires, and what happens after a failure or material change.

These methods answer different questions. ISO 12048:1994 addresses compression and stacking using a compression tester. ISO 13355:2016 addresses vertical random vibration. ISO 2875:2000 evaluates resistance to water spray or protection of contents and can precede another test to study strength reduction. For filled paper sacks, ISO 7965-1:2024 is the current sack-specific vertical-impact method. ISO lists all four as published on 26 August 2026.

Do not copy an intensity from a different package or sales presentation. A 25 kg paper sack, a lined carton and a palletised multiwall bag fail differently. Distribution data, package mass, handling method, pallet pattern, stacking time, climate and the cost of failure should drive the schedule. If the route is unknown, document the assumptions and review them before using the approval for a new lane.

An eight-step buyer approval method

  1. Define the distribution system. Map packing, internal movement, warehouse stacking, truck or rail legs, port handling, container loading, sea transit, destination handling and repacking. Note manual handling, palletisation, expected stack geometry, climate and any stage where the outer pack may become wet.
  2. Freeze the package family. Record tea style and net mass, liner material and code, outer sack or carton construction, dimensions, closure, tape or stitching, labels, pallet, stretch wrap, corner protection and load pattern. State which variants are covered and which require separate approval.
  3. Prepare representative specimens. Use production-equivalent components and the real fill mass and closure process. Substitute contents only when their mass distribution, movement, particle behaviour and interaction with the package are demonstrably representative. Mark every specimen and record component lots.
  4. Translate hazards into a sequence. Select current methods with a qualified packaging laboratory. A realistic order matters: conditioning before compression, or water exposure before stacking, may reveal interactions that isolated tests miss. Record the exact method edition and every justified modification.
  5. Set test levels from evidence. Use measured route data, customer requirements, carrier information, prior damage or a documented risk model. State duration, load, height, atmosphere, vibration input, specimen orientation and tolerances. “Test to ISO” is incomplete without these parameters.
  6. Write acceptance before testing. Define failure for the outer pack, liner, closure, pallet and tea. Include rupture, leakage, puncture, loss of containment, excessive deformation, unsafe stacking, odour transfer, moisture change, contamination, label loss and any allowable mass loss. Distinguish cosmetic damage from loss of protective function.
  7. Control sample size and evidence. State specimen count, selection route, any repeat rule and whether the sequence uses the same or fresh specimens. Require pre- and post-test photographs, dimensions and mass, machine settings, environmental records, deviations, raw observations and an authorised report. One demonstration pack should not be called statistical proof.
  8. Link approval to production and change control. Define incoming checks that show production packs match the tested design. Retest or review after changes to tea mass, dimensions, board or paper grade, liner, closure, supplier, pallet pattern, route or handling. Keep the approved report with the purchase specification.

Run the transport plan beside, not instead of, the food-contact packaging approval. If freshness duration is part of the claim, use a separate shelf-life validation plan. For sea shipments, apply the container-condensation controls; a strong carton cannot compensate for wet cargo, wet timber or uncontrolled container rain.

Common buyer mistakes

  • Testing an empty pack, a display sample or a different fill mass from production.
  • Buying a generic “ISTA/ISO test” without the method edition, level, sequence and acceptance criteria.
  • Using material strength values as proof that the complete filled pack will survive distribution.
  • Running drop, vibration and compression on separate fresh specimens when the real concern is cumulative damage.
  • Ignoring conditioning or allowing specimens to wait in uncontrolled air before the test.
  • Calling a cosmetic crease a failure while overlooking liner pinholes, seal leakage or unsafe stack deformation.
  • Repeating failed tests with a new specimen until one passes, without a prewritten repeat and investigation rule.
  • Approving one carton size and silently extending the result to heavier sacks, different closures or another pallet pattern.
  • Treating performance approval as proof of legal food-contact compliance, product shelf life or destination acceptance.

Practical conclusion

The defensible sequence is map the route - freeze the filled pack - identify hazards - select current methods - set evidence-based levels - sequence the tests - prewrite acceptance - preserve the report - control production changes. This turns “export-worthy packaging” into an approval that purchasing, packaging, quality and claims teams can audit.
